Landesa Indonesia meyakini bahwa konsep 3R (Hak, Pembatasan, dan Tanggung Jawab) dalam alokasi tenurial lahan dapat menjadi jembatan efektif antara regulasi administrasi pertanahan dan tata ruang. Penerapan konsep ini memastikan bahwa alokasi tenurial lahan tidak hanya mempertimbangkan tata ruang, tetapi juga melindungi lingkungan, termasuk wilayah perairan pesisir seperti ekosistem mangrove.
