Strengthened tenure security

With active government involvement in adopting and promoting tenure security principles, joint implementation and monitoring in two pilot sites that demonstrate the link between awareness and formal land rights (including for women), improved livelihoods, and better environmental conditions.

Overview

Landesa Indonesia collaborates with government and NGOs and engages with active community participation to support land, coastal, and natural resource rights for indigenous peoples and other marginalized social groups, including youth and women. Landesa Indonesia uses participatory assessments as a key tool to understand the relationship between land and resource tenure and ecosystem services, including coastal areas and mangroves. Landesa Indonesia’s studies have produced data-driven findings that support government officials in decision-making for sustainable land and resource management.

With a rural population of nearly 500 million, Southeast Asia is a critical focus for poverty alleviation efforts that can benefit many millions of women and men. Agriculture is the foundation for rural livelihoods in the region, and stronger land rights are an essential component in efforts to promote broad-based economic growth, enhance food security, and improve lives.

The region is also home to more than one-third of the world’s mangrove forests, which store vast amounts of carbon and are a critical bulwark against climate change. These forests are also a source of food and income for coastal communities, who for generations have relied on mangrove fisheries for their abundance of fish, crab, and shrimp. Stronger forest rights for local communities help to both preserve their culture and way of life and empower forest users to serve as environmental stewards of these vital ecosystems.

Landesa works with governments and multilateral institutions to support land reform efforts and elevate land rights on the regional development agenda. Since 2015, when Landesa began working in the region, these efforts have helped nearly 300,000 previously landless households gain land rights, and have helped strengthen land rights for hundreds of thousands more.

Through its programs, Landesa Indonesia seeks to uphold customary or ulayat land tenure rights for indigenous communities, including youth and women, in coastal areas. Landesa Indonesia uses research, including participatory action research, as a critical tool for understanding the relationship between community land and resource tenure and mangrove ecosystem services. Landesa Indonesia’s research initiatives have produced data-driven findings that support government officials in policymaking for mangrove conservation and sustainable land management. Among other things, ecosystem service assessments produce quantitative results that demonstrate the value of mangrove ecosystems and their influence on community use and tenure, which can serve as a strong basis for government decision-making processes for their development programs while also engaging rights holders for more sustainable outcomes.
